In general I believe a computer is far better for getting real-time quotes than a cell phone, mostley because it is easier to get supporting information. If you want portability, you can get a card that gives you internet access on a laptop anywhere there is a cell phone network available.
As for visiting your broker, slacks and a clean shirt (business casual) would be appropriate.
If you want to deal with a brokerage as some kind of supplier you want to wear a suit.
